1917

It all started a long time ago. After the revolutionary events of 1917 and the civil war, railways were at the brisk of destruction and chaos.

1921

In April 1921, F. E. Dzerzhisnskiy became head of the People’s Commissariat of Communication Lines. An experienced manager and organizer, within several months he looked into the situation and came to a conclusion that it was impossible to set it to rights by means of repressive measures of the Extraordinary Committee and police. He used to say: «We will not put stealages to an end if we do not involve honest and conscientious railway employees». This was when the NCEC and the Committee of Labor and Defense approved the Decree «On guarding of depots, warehouses and storehouses, as well as constructions on rail and water ways».

I. I. Leppe was appointed the first head of the communication lines guarding. He was probably the first who drew his attention to the detection of reasons and conditions leading to large-scale stealages on transport. Commission inspections were conducted on the roads. Personal bravery of tens and hundreds of security riflemen, high fighting efficiency of details contributed to the fact that massive attacks on railway objects, cargo and passenger trains started to decrease.

1925

In September 1925, the Congress of heads of railway guarding took place. Sharp questions of personnel selection, personnel education, logistical support, armament, prevention of stealages, guarding of constructions, fight against banditry.

The service was conducted by riflemen guard — special arrays. They were organized as companies.

To a large extent, they served as a prototype of militarized departmental guard of railway employees.

1930

Beginning from December 1930, law enforcement at station platforms, inside railway stations and at ticket offices was assigned to riflemen of the departmental guard of the PCCL.

With the beginning of the Second World War, operation of railway transport was aimed at one thing — uninterrupted cargo delivery for the army needs. NCHA forces took over the control of all important objects: bridges, tunnels, stations, industrial and material and technical warehouses, telegraph and telephone stations and communication lines. Many riflemen of the guard were mobilized to the acting army and went to the front as volunteers.

Riflemen guard of the communication lines began to be called militarized security and militarized fire prevention of the PCCL. With the aim of enforcing discipline and order within the territory that was controlled by the security service, special access control was introduced at all transport objects.

It was the first time when the responsibility to provide cargo guarding at station rolling stocks and along routes was assigned, as well as guarding of railway transport objects.

1951

Beginning from 1951 the militarized guard of MCL became the only militarized guarding organization for railways. It performed guarding of cargoes at stations and along routes, manmade technical constructions of special importance and special premises, cash facilities transported by cashiers; it observed the compliance with access control at railway stations; prevented unauthorized journeys in cargo trains, etc. In 1956 pickets were introduced at intermediate stations for wagon examination during short stops, special groups of militarized guard and police appeared for joint round the clock patrolling in order to prevent stealages.

Many changes have occurred since then, the main of which was the fact of gaining independence by the Republic of Kazakhstan. Beginning from that moment, a new development stage both for local railways and militarized railway guard has started.
2001

In 2001 the affiliated state enterprise ‘Special Militarized Guard Service' of RSE ‘Kazakhstan Temir Zholy', in accordance with the regulation of the Government of the Republic of Kazakhstan, was reorganized into the OJSC ‘Militarized Railway Guard', and then renamed as the Joint-Stock Company.

At present, JSC ‘Militarized Railway Guard' of the Republic of Kazakhstan — is one of the biggest multifunctional organizations, providing protection of all objects included into the railway infrastructure of the Republic of Kazakhstan and that provides constant guard accompanying of cargoes and guarding of railway transport objects.

The Company plays an important part in the provision of traffic safety at railways and collaborates with main defence and law enforcement agencies of the Republic of Kazakhstan — CNS, MES, bodies of home affairs on transport of the MHA of the RK.
The Company is equipped with modern technology and devices allowing to fulfill tasks autonomously in any place and at any time of year, as well as permanently conduct regular and systematic work on improvement and introduction of new technologies connected with the rendering of high quality guarding services.

The Company has 14 structural subdivisions — branches around the territory of the Republic of Kazakhstan.

Today, more that twelve thousand employees directly providing guarding services work in a united and multinational team of the Company.

With the aim of overall interaction and close international cooperation with foreign partners in the sphere of railway guard, a number of important bilateral agreements were signed with the FSE ‘Departmental Guard of Railway Transport of the Russian Federation', the branch of the SE ‘National Company ‘Kirgiz Temir Zholy' on provision of militarized guard of objects on railway and transported cargoes'.

The Sole Shareholder of the Company is the JSC ‘National Company ‘Kazakhstan Temir Zholy'.
