Goods guarding, which are in the list of goods and which are liable to be accompanied by militarized guard during the transportation by the railway transport, is ensured according to the contract concerning cargo transportation organization by the carrier.

Goods escort during transportation by the railway transport is carried out continuously and is fulfilled in two ways:

• escort by the group (detail) of guards appointed for cargo guarding with the changing of the guard at some railway stations during the travel line;

• escort by details which carry out cargo guarding during the travel line from dispatch station to receiving station (end-to-end escort).

Goods guarding organization discipline is stipulated by Decree of the Government of the Republic of Kazakhstan № 291 of March, 31, 2005 «Concerning approval of militarized goods guarding provision rules during railway transportation».

Relay (shift) goods escort is carried out by details changing of militarized guard during the travel line on the territory of the Republic of Kazakhstan.

Acceptance of wagons with cargo is carried out directly from the carrier representative to a guard representative at the dispatch station.

Wagon escort with cargo is carried out by details of militarized guard with their change at the station of militarized guard regional branches to the receiving station.

Delivery of wagon with cargo is carried out by the details of militarized guard to a representative of the carrier at the receiving station.

Through (permanent) escort of wagons with cargo is carried out by one and the same details of the militarized guard during the whole travel line on the grounds of the relevant contract.

Acceptance of wagons with cargo is carried out directly by the details of militarized guard from a representative of the carrier at the dispatch station.

Wagon escort with cargo is carried out by one and the same details of militarized guard. In this case conductors’ journey is carried out:

• In a specially equipped shelter car given by the carrier by the shipper’s claim;

• In a specially equipped shelter car which belongs to the shipper according to the right of property and leasing;

• In a wagon with the accompanying goods (in summer time, at area availability).

Delivery of wagon with cargo is carried out by the details of militarized guard to a representative of the carrier at the receiving station.

The shipper is to pay the goods conductors’ journey according to the established tariff.

Escort «from the door to the door» is a complex service which includes:

• Cargo acceptance organization directly from the shipper at the freight area according to the deed of acceptance and conveyance (calculation of items, tonnage, other parameters which influence load weight);

• Escort during the travel line, at the station fleet;

• Goods acceptance by a representative of the receiver at the destination according to the deed of acceptance and conveyance.

In case of cargo shortage the Society incurs a liability for the lost cargo.

Guarding of objects within railway industry, including bridges, tunnels, overpasses, overbridges, man-made structures, is provided under contracts with companies, enterprises and organizations.

Guarding of objects is performed by security guards by means of patrolling and observing their conditions, as well as the situation within the territory of a guarded objects.

Access control at man-made structures, station objects, spans, factories and enterprises is established in accordance with elaborated and approved documents of JSC ‘MRG' and companies, enterprises and organizations.

In accordance with the effective legislation of the Republic of Kazakhstan, in order to provide the protection of objects, property of physical persons and legal entities against unlawful encroachments, security guards are entitled to use their service arms and special devices.

Use of special devices and service arms shall be preceded by a clearly expressed warning of it of a person who they can be used against.

In order to enforce the guarding of objects, prevent staelage and other offences, special preventive activities are conducted at the railway transport.

Planning of such activities is performed by the branches of JSC ‘MRG» in close rapport with the bodies of home affairs on transport, employees of cargo services of JSC ‘NC ‘ KTZh' and others.

One of the services of JSC «MRG» is consulting concerning goods and property guarding provision.

Consultation enable to organize a preproject inspection of the property and have preliminary calculation of effective guard provision. Efficiency is defined with losses and possible damage ratio as a result of emergency and guard service costs. We seek to minimize costs so that the services are rendered at necessary and sufficient level.

To calculate necessary amount of posts and guard schedule. To choose the most optimal combination of services and used techniques, low down their cost without efficiency loss is the task which we solve during consultation.

Since 1998 to the present day JSC «MRG» as furnished services to oil-product supplying enterprises of the Republic of Kazakhstan, that concerns not only the protective security of oil cargoes, transported by rail, but accomplishes their receipt and delivery according to the parametering (density, volume, temperature, innage).

The client base meant for furnishing services, in accordance with the militarized security services of oil cargoes that are transported by rail, accounts over 100 agreements at the present time. Our services are employed by such major companies as JSC «KazMunaiGaz Onimderi», JSC «Exploration and Production «KazMunaiGaz», LLP «Trading House „Petro Kazakhstan“, LLP „Refinery Company RТ “, JSC „International Airport Aulie-Ata“, LLP " GAZPROM Oil Asia», LLP «Oil-product LTD», LLP «Sinоoil», LLP «Petrochajna International Kazakhstan», etc.

The whole work staff participating in the performance of a contractual obligation has taken a course of the focused instruction for parametering, in keeping with the present state standard of the Republic of Kazakhstan in the field of oil-product supplying. The receipt of oil-product under security is accomplished at discharge jetties of LLP «PetroKazakhstan Oil-product», located at the station Tekesu, JSC «Pavlodar oil refinery» station Pavlodar, LLP «Аtyrau oil refinery» at the station Akzhaiyk and oil depots situated at stations throughout the Republic of Kazakhstan, with subsequent aim to have parameters measured by a recipient of cargo at the receiving station.
